Combine Lee Kum Kee Premium Soy Sauce, water, sugar and black pepper in a small bowl (soy mixture). Mix well and set aside.
In a heated pan with oil, add onion and garlic and cook briefly for 1 minute. Stir in turkey, celery, and water chestnuts and cook mixture until 3/4 way done.
Add in remainder ingredients except soy mixture.
Bring mixture to a boil then add in soy mixture slowly while stirring.
