Cook the noodles in boiling water for 3 minutes. Drain the noodles and rinse with cold water, then place in a bowl and set aside.
In a heated pan, add oil and stir fry the brisket and dried chili pepper. Add the Lee Kum Kee Soup Base for Mala Beef Noodles and the water and bring to a boil. Pour the soup onto the noodles, scatter with the chopped green onion and serve.
