Combine all marinade ingredients to marinate the ribs in a slow cooker, then cook for 6 hours on low heat. Reserve 1 cup cooking liquid after cooking.
Preheat broiler and line a rimmed baking sheet with foil. Transfer ribs from the slow cooker onto the baking sheet. Add the reserved liquid and 1/2 cup Lee Kum Kee Hoisin Sauce to the ketchup and mix. Brush this mixture over the ribs and broil bone side down for 3-5 minutes.
Remove ribs and slice them between the bones as desired. Garnish with sesame seeds and scallions and serve.
