How to make it

Combine panko and milk in a small bowl. Set aside.
Heat half of the vegetable oil in a pan over medium heat then add in the onion. Sauté for 2-3 minutes until golden brown. Set aside to cool completely.
In a large bowl, add in the ground beef, soaked breadcrumbs, sautéed onions, Lee Kum Kee Minced Garlic, egg, 2 tablespoons of ketchup, Worcestershire sauce, Lee Kum Kee Panda Brand Oyster Flavored Sauce, and salt. Mix until combined.
Portion the meat around the size of 2 tablespoons, then form into a patty. Heat the remaining oil in a pan over medium heat. Place the patties onto the pan. Indent the center and cook for about 2-3 minutes on each side until cooked through. Remove the patties from the pan and allow them to rest. 
Melt butter in a saucepan over medium heat. Mix in the flour until combined. Once it turns light brown, add in the mirin, sugar, Lee Kum Kee Panda Brand Mushroom Flavored Dark Soy Sauce, 2 tablespoons of ketchup, and water. Cook for about 2 minutes until the sauce is thickened. Remove the sauce from heat and serve with the hamburger steaks, garnish with chopped chives. Serve with mashed potato and vegetables if desired.
